Before a renovation starts, one question comes up again and again: do I need a permit? In the Halifax Regional Municipality (HRM), the answer depends on what you're changing. Here's a plain-language overview, based on HRM's published home-improvement permit guidance.

Projects that usually need a permit in HRM

  • Renovations that change walls or plumbing. HRM requires a building permit when a renovation includes changes to interior or exterior walls or the existing plumbing system. Structural changes and secondary suites also need one.

  • Decks. A permit is needed to build a new deck or replace an existing one.

  • Additions. Any project that increases a building's floor area or height needs a permit. That covers sunrooms, covered decks and second storeys.

  • Garages and larger sheds. Altering a garage, or a shed over 20 m² (215 sq ft) or over one storey, requires a permit.

  • Demolition. Removing a structure from a site needs a demolition permit.

  • Water and sewer work. Installing, altering or relocating sewer and water equipment needs a water permit.

Projects that usually don't need a building permit

HRM lists these as generally not requiring a building permit:

  • Replacing cabinets, shelving or flooring

  • Non-structural maintenance and minor repairs

  • Adding insulation

  • Replacing a furnace, boiler, air conditioner or heat pump

  • Replacing roofing or cladding with similar materials

  • Replacing windows or doors with no change to their size or location

  • Replacing plumbing fixtures

What about driveways?

A driveway isn't listed as a standalone building permit. But if the work affects the municipal right-of-way, such as the curb cut or the sidewalk area, a right-of-way permit may be needed. Provincial approval may also apply near highways. Check before you dig.
